Well that's based on meteorological data, it can come from weather balloons, or local centres and it's usually run by the government it is sent when the data collected suggest a potential danger, so it's automated but under the control of the local authorities, in Tea's idea the people running Eventide are aware of the "WIERD SHIT" but keep it quiet because it would drive the economy away from such a dangerous place as such they send fake disaster notifications when something dangerous of the supernatural variety is brewing.
So considering Eventide is a small town they could shelter in the nearby (bigger) town or eventide could have underground shelters for that purpose, one could even argue these shelters could have magic wards or barriers designed from keeping any of that "WIERD SHIT" away.

Yeah, hunters or some other form of surveillance, drones cameras, microphones, microchips etc. Point is the cult is most likely under surveillance by a few elites that know about it and they can tell when shit's going down.
So the cult and these elites have a symbiotic relationship because the cult needs the town and the elites have their own hidden purposes.

If I might interject. The town knows about the cult but they know in a less then happy manner. Think of it like being neighbors with someone you rarely see but their damned dog keeps pooping on your lawn and you'd ignore I if it weren't for the fact you're pretty sure that's not a dog and the poop is radioactive or something.
The town has long dealt with the cult and most likely has procedures in place. Like how LA has earthquake drills, Eventide probably had "Weird Cult Shit Drills". The destruction that has occurred to the town has been apologized for- Tapi tries to keep ties with them on an ok level.
That being said, people are always moving in and out of the town. New residents who might now have yet dealt with the cult could very well have contacted outside people out of fear and that could prove problematic.

I propose a magical sort of forcefield around Eventide that when humans cross it, it scans their minds and sees what theyre thinking about. If it senses them wanting to tell others about the "cult weird shit magic hocus pocus", it slowly wipes their memory and makes them forget about what it was they wanted to tell others? Then again, it would require a huge magical power to keep working for long periods of time, and any sabotage would screw it over. We'd need a conduit or catalyst to focus it so itll work.
