What about magic from artifacts or other catalysts? Are they considered "Innate"?

Yes, magic from artifices, naturally magical structures, and lingering spells is considered innate magic. The magic of an enchanted item is specific, limited in power (depending on its source), and has specific rules for its activation. A user can benefit from the magic of an item, but the magic is inherently bonded to that item, and no magic actually passes through the user upon activation of its effect.

Does this include amplifying artifacts? Let's say person 1 has "10" magic power and he uses an artifact that doubles his power to "20"... is that innate power still? And if the original power of "10" is let's say of diving source, does the "innate" artifact give it the extra "10" of innate or divine power? does it just amplify the power already there? (also hi Isra long time no see)

Amplifying artifacts do not exist for the purposes of keeping the world balanced, but the question confuses the categories for the sources. Innate magic can be divine or mundane in origin, just as learned magic can be the knowledge of an old god or the passed-down thoughts of a rambling old wizard. Any magic amplified would naturally match its source type, so yes, an amplifying tome (for example) would turn divine magic into more powerful divine magic.
(I know, yo. Been insanely busy lately. Hopefully I'll be around more, I just gotta budget my time right.)
